FED:PM talks finance with World Bank president

CANBERRA, Aug 16 AAP - Prime Minister Julia Gillard and World Bank president Robert
Zoellick discussed global finances and Australian foreign aid during a meeting in Canberra
on Monday.

Food and agricultural development, gender equality, and job security were also raised,
a spokeswoman said in a statement.

Mr Zoellick, who is in the country this week for the APEC finance ministers' meeting,
thanked Australia for "the role it's playing" in the Pacific, having promised to up its
aid funding through the World Bank.

The pair also discussed climate change and how other countries are tackling it.

They will next meet at the G20 in France in November.

CANBERRA, Feb 18 AAP - Treasurer Peter Costello says there will be no extra money offered
to the states for the federal government's takeover of the Murray-Darling Basin at a meeting
this Friday.

Prime Minister John Howard last month outlined a $10 billion, 10-year water security
plan and asked the four Murray-Darling states to hand over control of the river basin.

But Victorian Premier Steve Bracks said "billions more" would be needed.

The premiers are meeting Mr Howard this Friday in Canberra where a decision on rejecting
or accepting the plan is expected.

Asked if there would be more money on the table at the meeting, Mr Costello said: "No."

"The package has been allocated - $10 billion," he told the Ten Network.

"Here's an interesting question for Mr Bracks - how much was he budgeting to put into
the Murray-Darling Basin Commission over 10 years?

"If this plan doesn't go ahead, you would be lucky to get out of the states collectively
a twentieth of that."

Mr Costello said it was the biggest water investment in the nation's history.

"The states will save whatever they were planning to put in, which was a paltry amount
anyway," he said.

"For them it's a saving, for the commonwealth it's a cost, but most importantly for
Australia it's a win and that's why it ought to go ahead."

Questions have been raised about the costings of the scheme after it was revealed it
was put together without Treasury input and announced without going before cabinet.

But Mr Costello said the numbers added up.

"To be frank, the financials are not a problem here because we decide to allocate an
amount of money for works and that's it," Mr Costello said.

"The money lasts for the works that it buys, there's no doubt about the financials."

Ms RICE'S 10-year-old son BLAKE was saved by a passer-by when a wall of water pummelled
the family car in the flash flood that hit Toowoomba's CBD on January 10 .. but 13-year-old
JORDAN and Ms RICE died.

The Queensland Floods Commission of Inquiry will examine the emergency telephone operator's
behaviour .. and whether it's appropriate for emergency calls to be transferred out of
the area when there's an influx of calls.

FED:Labor still favourite to win

CANBERRA, Aug 21 AAP - Labor remains the bookmakers' favourite to win the election
as voting draws to a close.

Centrebet took a bet of $60,000 at $1.60 on Prime Minister Julia Gillard's team before
shortening Labor's odds to $1.39 on Saturday afternoon.

The coalition meanwhile with Centrebet has drifted out to $2.90, from $2.38, and punters
can help themselves to $2.55 for a hung parliament.

Sportingbet Australia has experienced a late rally for the coalition, $2.70 in from
$3.80, but it is still keeping Labor safe at $1.45.

Sportingbet Australia boss Michael Sullivan said there had been strong bets for both
sides but the momentum was with the coalition.

The inspirational sports physician was on her way to Kokoda to raise money for an African school.

Despite having had major heart surgery .. Dr CANAVAN had organised a series of gruelling
treks after hearing the school's donations were drying up.

MELBOURNE, April 22 AAP - Bushfire survivors severely injured on Black Saturday will
receive up to $100,000 from the Victorian Bushfire Appeal Fund to assist with their recovery.

Victorian Premier John Brumby and chairman of the fund's advisory panel John Landy
made the announcement at The Alfred Hospital on Wednesday.

A $50,000 lump sum payment will be provided to everyone who was severely injured in
the bushfires and hospitalised for a sustained period.

A further payment of up to $50,000 will be made available to those requiring specialised support.

Mr Landy said the grants would help assist the badly injured in their transition from
hospital to home.

"Many of the survivors of the bushfires who were most severely injured have left hospital
and we hope this money will make a significant contribution to helping them rebuild their
lives," he said.

"The funding will provide long term assistance for those with permanent physical injuries
who require ongoing medical treatment, surgery or rehabilitation."

Mr Landy said people whose temporary or new homes or vehicles needed to be modified
as a result of their injury would be eligible for the extra payment.

The payments will be determined on a case-by-case basis overseen by the Department
of Human Services.

More than $235 million has been allocated from the bushire appeal which closed on Friday
raising a total of $312 million.

first convicted terror group leader has a brain abnormality.

48-year-old ABDUL NACER BENBRIKA was found guilty in September of leading a terror
cell that discussed blowing up the Melbourne Cricket Ground.

The Victorian Supreme Court's heard today that BENBRIKA has undergone a brain scan
which showed an abnormality.

His lawyer REMY VAN DE WIEL .. QC .. says he anticipates BENBRIKA will be seen by a
neuropsychiatrist within a week.

BRISBANE, April 2 AAP - The public should have full confidence in Queensland's newest
District Court judge, the state's Attorney-General Kerry Shine says.

Former director of public prosecutions Leanne Clare was today appointed to the bench
during a formal ceremony in Brisbane.

Also appointed to the judiciary today were barristers David Andrews and William Everson.

Ms Clare came under fire during her eight years as DPP for her handling of several
high-profile cases including that of former Bundaberg surgeon Dr Jayant Patel.

But it was her decision not to charge Senior Sergeant Chris Hurley over the death of
Aboriginal man Mulrunji Doomadgee at the Palm Island watchhouse which will stand as her
most controversial decision.

Sen Sgt Hurley was eventually charged with manslaughter following a judicial review
by former NSW Chief Justice Sir Lawrence Street.

He was later acquitted by a Townsville jury.

Ms Clare today had a gentle dig at the intense media scrutiny surrounding her career,
saying she wondered whether a personal anecdote about her baby son vomiting in court would
be splashed across the headlines as: "New judge criticised for lousy mothering".

However, she said the adversity she had faced during her career had only made her stronger
and more self-reliant.

"I think those things could be very helpful for a new judge," she said.

Outside the ceremony, Mr Shine told reporters the new judges all had a wealth of life experience.

"People have a view that the life of law is very restricted in experiences, but that
is not the case," he said.

Asked whether the public could have faith in Ms Clare given her history as DPP, Mr
Shine replied: "Absolutely".

"It is par for the course for the director of public prosecutions to be embroiled in
some controversy from time to time. It's just the nature of the job."

Hundreds of protesters have gathered at Noosa Beach .. on Queensland's Sunshine Coast
.. to oppose council amalgamations.

The protesters dumped cardboard cutouts of federal Labor leader KEVIN RUDD .. Premier
PETER BEATTIE and Local Government Minister ANDREW FRASER into wheelie bins on the beach.

They also waved placards and wore shirts bearing the theme "Save Noosa .. dump Labor".

Noosa's due to be merged with nearby Maroochy and Caloundra shires in March next year.

Friends of Noosa spokesman BOB ANSETT says a statewide campaign will call on Mr RUDD
to stop the mergers.

Mr ANSETT says they're extremely disappointed in local Sunshine Coast boy KEVIN RUDD
.. who's displayed weakness in not physically reining in Mr BEATTIE and his undemocratic
actions.

The Queensland government plans to cut the number of councils from 157 to 73.

BRISBANE, April 17 AAP - A Queensland man who bashed another man on crutches so severely
that a metal plate had to be inserted into his face will spend nine months in jail.

Christopher Jay Spencer, 28, of Redcliffe on Brisbane's northern bayside, today pleaded
guilty in the Brisbane District Court to grievous bodily harm against Anthony Michael
Wright, who is aged in his early 40s.

Judge Milton Griffin sentenced Spencer, who has a history of violence, to two-and-a-half
years jail but ordered he be released on parole on January 16 next year.

"There was absolutely no basis for what you did ... it was entirely unprovoked - the
man was to an extent disabled, on crutches," Judge Griffin said during his sentencing
remarks.

The court was told that on March 24 last year Spencer approached Mr Wright at the Deception
Bay Sports Club, accusing him of owing him $2,500.

They had worked on a fishing trawler together six years earlier.

When Mr Wright left the venue just before midnight to use a public phone outside, he
was followed by Spencer, who asked for a cigarette.

Prosecutor Matt Nathan said as Mr Wright, whose foot was in a plaster cast because
of a previous fracture, rolled a cigarette, Spencer told him: "If I belt the shit out
of you, it will make me feel better".

"(Mr Wright) was struck to the side of his face - he was unsure if it was a punch or
kick," Mr Nathan said.

"He heard a loud crack and felt immediate pain in his eye."

Spencer then continued to punch Mr Wright and even though the victim managed to reach
the public phone, the defendant threw swings through the side of the booth.

Mr Nathan said Mr Wright had suffered persistent double vision and underwent surgery,
requiring the insertion of a titanium mesh plate into his left eye socket.

The court also heard Spencer had consumed up to 18 full-strength pots of beer just
before the offence and "lost his temper".

He has previously been convicted of assault occasioning bodily harm on two occasions
- for repeatedly punching another person at a shopping centre as well as striking a club
employee who evicted him for hitting poker machines.

He received an 18-month probation order and fine respectively.

Justice Griffin also today sentenced Spencer to 12 months jail - to be served concurrently
with the other sentence - after he pleaded guilty to receiving stolen property with circumstance
of aggravation, fraud and attempted fraud.

Spencer received stolen credit and ATM cards in April last year and fraudulently obtained
$840 before attempting to garner further funds.

SA: Man jailed for importing "fishy" heroin

A man who tried to bring more than five-and-a-half million dollars' worth of heroin
into Australia .. hidden inside two containers of pickled fish .. has been jailed for
seven years.

CONG KHANH LE was arrested at Adelaide Airport in May after flying from Cambodia.

Customs officers found two plastic drums containing pickled fish .. stuffed with one-and-a-half
kilograms of heroin .. which was about 70 per cent pure.

CONG had received threats because of a 22-thousand dollar gambling debt .. and agreed
to bring the drugs into Australia to pay off what he owed.

District Court judge GEOFFREY MUECKE said he accepted CONG was just a courier .. and
that his judgment had been affected by the situation he found himself in.

But he said the damage the heroin would have caused to users in Australia was immeasurable.

CONG was jailed for seven years .. with a non-parole period of four years.

NSW: Man arrested following ATM ram raid, chase through Sydney

SYDNEY, Aug 9 - A man has been arrested after allegedly leading police on a chase following
an ATM ram raid at a Sydney shopping centre.

A white van smashed through the front doors of the shopping centre on Woodcroft Drive
at west suburban Woodcroft about 3.45am (AEST) today, police said.

Four men then allegedly loaded an ATM into the van and drove off before abandoning the van.

A short time later, police on the M7 motorway began pursuing a Black Honda CRV they
believed was linked to the ram raid.

The chase, which was at one stage suspended when the Honda drove onto the wrong side
of the motorway, eventually ended in Old Guildford, police said.

Four men ran from the car.

A 19-year-old Birrong man arrested a short distance away is helping police with inquiries.

A search is continuing for the other three men who are believed to have fled the area
in another car.

A teenager charged with the shooting murder of a mother-of-two in the Hunter Valley
.. has been refused bail in a NSW court.

24 year old SHANDELE MACEY was shot as she stood at the front window of her home in
Rutherford .. near Maitland .. on March 20.

19 year old JEREMY MICHAEL HUNT was arrested near Coonamble in north western NSW last
Wednesday .. after a state-wide appeal by police for help in tracking him down.

He wasn't in court and his solicitor didn't ask for bail.

The magistrate formally refused it and remanded him in custody until May 24 .. when
he'll reappear on video link.

Meanwhile a 33-year-old woman is due to face Maitland local court today .. also charged
with Ms MACEY'S murder.

Last week two other men .. BRIAN KAISER and RONALD REX EDWARD% Garland, 34, were remanded
in custody by Newcastle Local Court on charges of concealing the shooting.

Gaitskell, Hugh Todd Naylor (b. Kensington, London, 9 Apr. 1906; d. 18 Jan. 1963) British; Chancellor of the Exchequer 1950–1, leader of the Labour Party 1955–63 Gaitskell was the son of a senior civil servant in India. From a well-to-do family, he was educated at Winchester and Oxford. His studies at Oxford and his experience of the General Strike (1926) converted him to socialism.

Leaving Oxford he was briefly an extra-mural tutor with the Workers' Educational Association in Nottingham and in 1928 became a university lecturer in economics in London, remaining in post until the outbreak of war. During the war he was a civil servant and worked for a time for the leading Labour politician, Hugh Dalton.

Gaitskell acquired a good reputation as an administrator and never lost the air of a civil servant. Socialism for him was about taking practical, pragmatic measures to improve living conditions, particularly for the poor. In 1945 he won Leeds South for Labour and held the seat until his death.

After holding a number of junior posts in the 1945 government he became Minister of State for Economic Affairs in February 1950. He had shown authority in arguing the case for devaluation in 1949 and administrative skill at the Ministry of Supply, coping with the coal shortage during a bitterly cold winter. He succeeded the ailing Sir Stafford Cripps as Chancellor of the Exchequer in October 1950. His 1951 budget proposed to finance a massive rearmament programme (subsequently reduced by the incoming Conservative government), a course which upset many on the left and made Aneurin Bevan a long-standing opponent, because it involved the imposition of prescription charges on the health service which the latter had created.

The Labour Party began its thirteen years in opposition after losing the 1951 election. The early 1950s were taken up with divisions over German rearmament (Gaitskell supported it, Bevan opposed it) and a struggle for the succession to the ageing Clement Attlee. There was also division between them over support for the American alliance against the USSR. In a symbolic contest for the party treasurer in 1954 Gaitskell, backed by the bulk of the trade unions, defeated Bevan. When Attlee retired Gaitskell was elected as his successor in December 1955 by a clear margin over Herbert Morrison and Bevan. He had been an MP for just over ten years.

Gaitskell, like Attlee, was an upper-middle-class, public school, Oxbridge-educated leader. He was backed by the Labour right and the trade unions against Bevan, the working-class hero of the left and the constituency parties. Eventually, there was an uneasy relationship between the two.

Gaitskell's conduct of the Labour campaign in the 1959 general election increased his stature. But the party lost its third successive general election and he was blamed by some for making an unwise pledge that a Labour government would finance its spending programmes without increasing income tax. After defeat Gaitskell proposed to amend Clause 4 of the party constitution, the clause that committed Labour to public ownership of the means of production, distribution, and exchange. This move was bitterly opposed throughout much of the party. Gaitskell's own proposal which involved the party pledging to promote social justice, planning, and equality was accepted, but Clause 4 remained. It was a defeat. To the left Clause 4 was the symbol of socialism.

Gaitskell was immediately faced with a new row over defence. The Campaign for Nuclear Disarmament made progress in the party and the party conference in 1961 carried a unilateralist policy platform. Gaiskell, in a passionate speech, pledged himself to ‘fight, fight and fight again to save the party we love’ and began a long battle to reverse the decision. This was achieved at the next party conference in 1962. At the same conference Gaitskell made clear his opposition to Britain's membership of the European Community on the terms then offered, warning that a federal Europe would mean ‘the end of a thousand years of history’. This helped mend his fences with traditional opponents on the left. By the time of his sudden death in early 1963 Gaitskell was in command of his party and was widely seen as the next Prime Minister.

Gaitskell was a rationalist in politics—famously dismissed by Bevan as a desiccated calculating machine. He was also highly principled and unwilling to compromise on what he regarded as key policies. His efforts to lead the Labour Party to the centre ground led the Economist to refer to ‘Butskellism’, a term for the perceived similarities in economic policies between himself and the Conservative R. A. Butler. Gaitskell took an instrumental view of public ownership. He thought that the mixed economy was now able to deliver full employment and the welfare state. Socialists should be interested in promoting a better quality of life and greater equality. Within the Labour Party he attracted a number of followers, so-called Gaitskellites, including Roy Jenkins and Anthony Crosland.

CT Holdings, Inc. (Nasdaq:CITN) today announced that it received a Nasdaq Staff Determination on March 16, 2001 indicating that the Company fails to comply with the minimum bid price requirements for continued listing set forth in Marketplace Rule 4310(c)(4), and that its securities are, therefore, subject to delisting from The Nasdaq SmallCap Market.

The Company has requested a hearing before the Nasdaq Listing Qualifications Panel to review the Staff Determination. There can be no assurance that the Panel will grant the Company's request for continued listing. In the event the Panel determines to delist the Company's common stock, the Company's common stock may continue to trade on the OTC Bulletin Board's electronic quotation system. If they do, shareholders will still be able to obtain current trading information, including the last trade bid and ask quotations and share volume.
